Rivas, who grew up in poverty, aims to assist working families and promote equity in California. He plans to collaborate with Republicans to find common ground.

In his inaugural address, Rivas emphasized unity and cooperation, stressing the need for the Assembly to come together as one body to address California’s challenges.

However, Rivas provided few specifics regarding his plans for the Assembly. Nonetheless, he expressed his intent to prioritize affordable housing, climate change, and education.

Some Democrats have expressed concerns about Rivas’ lack of experience as the speaker, given his Assembly tenure since 2016. However, his supporters believe he possesses the necessary skills and experience to lead the Assembly, considering him a rising star in the Democratic Party.

Rivas’ election as speaker coincides with the Assembly facing various challenges, including a budget shortfall and a growing divide between the Democratic and Republican parties. Uniting the Assembly and passing legislation to address the state’s pressing issues will be crucial for Rivas.

Here are some of the challenges that Rivas will face as speaker:

  • Budget shortfall: California is facing a budget shortfall of $15 billion. Rivas will need to work with the governor and the other legislative leaders to find a way to close the gap.
  • Divided government: The Democrats control the Assembly and the Senate, but the Republicans control the governor’s office. Rivas will need to find a way to work with Republicans to pass legislation.
  • Inexperience: Rivas is only in his third term in the Assembly. He will need to quickly learn the ropes of the speakership and build relationships with his colleagues.
